About Velocerta
Velocerta is a compliance monitoring platform being developed for regulated transport organisations. This page explains why it is being built and the principles that guide its development.
The problem we are addressing
Regulated transport organisations, local licensing authorities, taxi and private-hire operators, commercial fleet managers and community transport providers, have ongoing obligations to ensure the vehicles they licence or operate remain compliant between formal renewal points.
In practice, monitoring continuous compliance across a fleet of any significant size is difficult. Manual checks are time-consuming and hard to evidence. Issues can go undetected for weeks or months. When a problem is eventually discovered, there may be limited documentation of what was known, when, and what was done about it.
The consequences can be serious: a vehicle operating without valid insurance, an expired MOT, or a condition of licence not being met. These are not just administrative failures, they represent real risks to public safety and regulatory standing.
Why we are building Velocerta
We believe there is a better way. A platform that monitors compliance continuously, surfaces meaningful changes as alerts, and provides a structured workflow for reviewing and resolving those alerts, with a complete audit history from first detection to final resolution.
Critically, that platform should not make compliance decisions automatically. The role of the technology is to detect and surface information. The role of authorised human users is to assess that information and decide what, if anything, to do about it. This distinction is fundamental to how Velocerta is designed.
Our approach
Velocerta is being developed with several core principles:
- Human oversight first. The platform is designed so that no automated process can take enforcement action. Alerts and cases require human review and explicit decision-making before any action is taken.
- Provider-independent architecture. Velocerta is designed to consume data from authorised providers through a structured adapter layer. The platform is not built around or dependent on any single data source. Results are recorded as returned, not interpreted or modified.
- Auditability by design. Relevant user, provider and workflow activity is recorded in append-only audit history. Audit entries are written as append-only records and cannot be modified through application workflows. The audit history is available to administrators and, where appropriate, to regulators and auditors.
- Pilot preparation approach. We are developing Velocerta through a pilot preparation programme, working directly with potential users to develop the platform in line with real operational requirements. We are not claiming capabilities we have not yet implemented or validated.
- Honest about what we are not yet. Velocerta has not yet completed independent security certification, formal legal review or production deployment. We are committed to completing this work before any live customer deployment, and we are transparent about what remains outstanding.
Current status
Velocerta is available for controlled demonstrations and design-partner evaluation while operational, legal and provider-access controls are completed. Live deployment for production use requires completion of security assurance, data-processing agreements and legal review.
