The Velocerta platform

Velocerta is a compliance monitoring and case management platform designed for regulated transport organisations. It brings Driver and Vehicle Licensing Agency (DVLA) and Driver and Vehicle Standards Agency (DVSA) data access, fleet monitoring, alert management, case workflows and audit history into one controlled, role-based environment.

Available capabilities

The following capabilities are available in the current platform:

Data providers

  • Available DVLA vehicle identity and tax data

    Authorised DVLA vehicle identity and tax information retrieved during onboarding and scheduled monitoring. Data includes make, colour, fuel type, year of manufacture, tax status and tax due date. Source and last-checked time are recorded and displayed.

  • Available DVSA MOT history and status

    Authorised MOT status, expiry, test history, mileage, defects and advisories retrieved and recorded against vehicle records. Scheduled checks identify meaningful changes when updated information is returned by the provider.

Fleet and vehicle management

  • Available Fleet and vehicle records

    Register and organise vehicles by organisation, category and licence type. Vehicle records are version-controlled so historical states are accessible.

  • Available CSV onboarding

    Bulk-import vehicle records via structured CSV file. Suitable for organisations without a direct fleet system integration.

  • Available Scheduled compliance checks

    Compliance checks run against connected data providers on a configurable schedule. Each check records the full provider response, including result, timestamp and provider reference.

Alerts, cases and workflow

  • Available Alert generation

    Automated alerts generated when meaningful compliance status changes are detected. Only state transitions generate alerts, reducing noise while ensuring genuine changes are surfaced.

  • Available Compliance case management

    Open, investigate, assign and resolve compliance cases through a structured workflow. Evidence references, notes and decisions are recorded against each case.

  • Available Evidence references

    Record evidence references, notes, verification decisions and related communications against compliance cases.

  • Available File uploads

    Attach documents directly to compliance cases and vehicle records. Operators can upload supporting evidence (MOT certificates, insurance schedules and inspection reports) stored securely and accessible to authorised users within the same organisation.

  • Available Email notifications

    Configurable notifications routed to the right team members based on organisation and alert type.

  • Available Webhook events

    Outbound webhook events for alert and case status changes, signed with HMAC for authenticity verification.

  • Available Escalations

    Configurable escalation rules notify additional users when alerts are not reviewed within a defined period.

Audit, access and administration

  • Available Audit history

    Relevant user, provider and workflow activity recorded in append-only audit history with timestamps and user references. Audit entries cannot be modified through application workflows.

  • Available Role-based access control

    Separate platform and organisation roles enforced server-side. Role categories: Platform Administration, Organisation Administration, Compliance Management, Compliance Review and Read Only.

  • Available Organisation-scoped access controls

    Customer-facing application and API workflows apply organisation-scoped access controls, backend permission checks and tenant-filtered queries.

Requires approved provider connection

  • Provider approval required Insurance monitoring

    Insurance monitoring requires an approved MIB or authorised insurance-provider connection. Velocerta does not use or automate the public MIB checker. Insurance monitoring is not currently connected. Manual policy references may be recorded for review but are not independently verified.

Planned

  • Planned Licensing system integrations

    Read and write connectivity to council and operator licensing platforms to synchronise vehicle records and reflect compliance events in the licensing system of record.

Provider-independent adapter layer

Velocerta is designed to connect with authorised data providers through a structured adapter approach. Each integration translates the provider's response into Velocerta's internal model without modifying the original result.

Organisation-scoped access controls

Customer-facing application and API workflows apply organisation-scoped access controls, backend permission checks and tenant-filtered queries. Direct cross-organisation access is denied by backend authorisation.

Append-only audit history

Relevant user, provider and workflow activity is recorded in append-only audit history. Audit records support traceability, review and investigation. Audit entries cannot be modified through application workflows.

Human oversight by design

No automated process can take enforcement action. Alerts and cases require human review and explicit decision-making. Enforcement decisions remain with authorised human users.

How does the platform connect to DVLA and DVSA?

Velocerta is designed to connect with authorised data providers through a structured adapter approach. DVLA vehicle data and DVSA MOT history are available via their respective authorised APIs. Contact hello@velocerta.co.uk to discuss your specific access requirements.

Is insurance monitoring available?

Insurance monitoring requires an approved MIB or authorised insurance-provider connection. It is not currently connected. Velocerta does not use or automate the public MIB checker. Manual policy references may be recorded for review purposes only.

Yes. File uploads are now available. Operators can attach documents (MOT certificates, insurance schedules and inspection reports) directly to compliance cases and vehicle records. Uploaded files are stored securely and accessible to authorised users within the same organisation.
