Compliance oversight for local licensing authorities

Velocerta can support licensing teams by bringing monitoring, alerts and review records into one controlled workflow. The platform is designed to complement, not replace, your existing licensing processes and decision-making responsibilities.

The licensing authority challenge

Local licensing authorities are responsible for ensuring that licensed taxis and private-hire vehicles maintain their compliance obligations between renewal points. This includes continuous vehicle insurance, valid MOT certificates and adherence to licence conditions.

Managing compliance across hundreds or thousands of licensed vehicles, often with limited staffing, makes it difficult to identify issues promptly and maintain the audit evidence required for licensing decisions and regulatory review.

How Velocerta supports licensing teams

Centralised fleet visibility

All licensed vehicles in one place, with their current compliance status clearly visible. Filter and search by licence category, status or date range to focus on priority cases.

Automated compliance monitoring

The platform runs scheduled checks on your behalf. You are notified when a meaningful change is detected, you do not need to manually check each vehicle.

Structured alert and case workflow

Every alert is reviewed by a named member of staff. Cases record the investigation, evidence and outcome, providing a clear audit trail from detection to resolution.

Role-based access control

Licensing officers, team leaders and administrators have access only to the functions and data their role requires. All actions are attributed to the individual user.

Complete audit history

Check results, alerts, case actions and decisions are recorded in append-only audit history with timestamps and user references. Audit entries cannot be modified through application workflows.

Configurable notifications

Notifications are routed to the right team members based on your organisation's structure, ensuring alerts reach the people responsible for acting on them.

Governance and oversight

Velocerta is designed to support, not circumvent, your governance obligations. Key design principles relevant to licensing authorities include:

  • Human decision-making is required. The platform surfaces information and alerts. It does not make licensing decisions, impose penalties or take enforcement action automatically. All such decisions remain with your authorised licensing staff.
  • Append-only audit history. User actions, automated check results and case decisions are recorded in append-only audit history accessible to administrators. Audit entries cannot be modified through application workflows.
  • Organisation-scoped access controls. Customer-facing routes and queries apply organisation-scoped access controls. Direct cross-organisation data access is denied by backend authorisation.
  • Provider-result transparency. The original result returned by a data provider is always preserved exactly as received. The platform never modifies or obscures provider results.

Current status and pilot approach

Velocerta is available for controlled demonstrations and design-partner evaluation. We are working with potential licensing authority users to develop the platform in line with real operational requirements. If you are interested in a demonstration or a design partnership, we would welcome a conversation.

Live deployment for production use requires completion of security assurance, data-processing agreements and legal review appropriate to your authority's requirements.
